i want my scroll to be as 1 and 2 , and this part works well, but it keeps scrolling as well in game "Albion Online", in game there are no option to bind buttons on scroll
please help me

Games often use Direct/Raw Input which operates at a lower level than XMBC, so there is no way, if that is the case, for XMBC (or any other software I am aware of) to block those messages. If you cant remap the scroll in the game that uses direct input, I'm afraid there is no workaround for that at the software level (you could in theory do it with special drivers or external hardware but that's not easy and completely outside the scope of XMBC).
