Hello,
Is it possible to get XMBC to detect a SHIFT+RIGHT Button Click and output an {ALT}F] on that event?
I just can't figure out how to do that. It detects mouse buttons clicks by themselves very well, but I can't get it to detect a click when the Shift key is being held down.
Thank you for your help!

Closest you will get, is use layers + layer modifier keys.
Set the layer modifier key for Layer 2 to SHIFT.
Then in layer two, set the right button to simulated keys {ALT}F
Beware that it will probably resolve as SHIFT+ALT+F because you are holding shift still. You may be able to fix that by using
{RELEASE}{SHIFT}{ALT}F

Thank you so much Phil! I will try that and let you know how it works. Good point about Shift ALT F, I'll update the expected hotkey to be SHIFT ALT F.

That worked perfectly!! Thanks again!
