Can you do tandem keystroke with holding down a mouse click?

I'd like the control key to be held in tandem for whenever I hold-middle-mouse-button. My use case is that it makes for panning in SolidWorks 1 action to the mouse instead of two.

I've tried checkboxing two Held for triggers, Middle Click and Simulated Keys {ctrl} but apparently they can't be simultaneous?

Ive tried Chording, but it doesn't seem to work. I think the trick here is that I need to press ctrl a hair before the MMB is engaged. Either that or Chording seems to have a delay where it inputs MMB first before ctlr?

Do you want to do this on one button or do you still want to press two buttons (one button for CTRL and one button of RMB?)
On one button, you should be able to use {CTRL}{WAITMS:250}{RMB} with the method set to 3 (button held).
