I have mapped Layer 2 left and right mouse buttons to be {SHIFT}{LWIN}{LEFT} and {SHIFT}{LWIN}{RIGHT} in order to quickly move windows from one monitor to another. The modifier to reach Layer 2 is Shift, but XMBC frequently stops activating Layer 2 upon Shift. This happens after I have moved four or five windows and is fairly repeatable. I have to exit XMBC and restart to get Shift working again.

Not sure what would cause that but if shift is already down for the layer modifier, try taking the {shift} out of the simkey sequence - the shift may be confusing things/getting stuck down or something...

I tried removing the Shift from the simulated keys but it didn't help.

EDIT: Is this a new problem (in 2.19) or has it always happened?

I'd say it's fairly new but I can't say that it happened after the update.
