The Windows default (when no value is specified in the registry) is 200ms (I believe)

Some XMBC actions don't work well with it that quick so I think the XMBC installer sets it to 500ms or 1000ms (1 second). If you see lots of hook timeout messages in the XMBC log file, then you can increase this value to resolve those.

Other applications change it too, VMWare Player/Workstation for example sets it to 5000ms I think (5 seconds).

NOTE: This setting is defined per user (in the users registry) not per machine as far as I am aware.
