Tilt Wheel Mechanics

I recently noted that the tilt-wheel does not "hold" in the first click, instead, it seems to have a "repeat" command that waits a fraction of second before actually "holding" the function. (like that delay you have when you hold a keyboart letter before it starts repeating the input)

This makes it inviable to use tilt-wheel to change layers.

Is there any Windows config or external program that could remove that delay?

(currently using Windows 10)

Nope, unfortunately that's a hardware / driver restriction on the tilt wheel.
