Run the System configuration utility (in your start menu, type "System Configuration" in the search box).
On the Startup tab, un-check the entry for your keyboard software (should say "Microsoft IntelliType", or something similar).
Reboot.
To re-enable the software, just re-check the startup entry and reboot.

It may also be under the Services tab (I don't know, I don't use IntelliPoint). Either way, same process.

Nothing of the sort in Win7 either location.
Even if the keyboard was causing the delay, I can't envision running without a keyboard.

It's not the keyboard software that matters, but the mouse software. I only suggested the keyboard because Logitech bundles their keyboard and mouse software as a single package. I thought Microsoft might do the same, but apparently they bundles theirs separately.
Startup entries you might find are:
"itype.exe" for Microsoft IntelliType (not relevant)
"ipoint.exe" for Microsoft Intellipoint
"kmw_run.exe" for Kensington Mouseware.
All would show up on the Startup tab.

System Configuration Startup entries are devoid of .exe suffix.
There is nothing anywhere resembling mouse or keyboard entries. Nothing to disable.
Please let Phil have a crack at it.

All I can say right now, is any delay starting XMBC is unlikely to be caused by intellipoint or setpoint etc. I believe the issue is not that the hooks don't get set, or are slow, I think the issue is that the exe isn't even started in time. I just don't know why that might be - and why no one else seems to suffer from this problem (maybe they just don't notice the delay).

One thing that seems to be consistent is the almost exactly 1 minute delay. It is highly unlikely that the delay is other than a timed delay; it seems unlikely that the delay could be so consistent if it were a cpu and disk related delay. But who is doing it? Your two Service updates did not change the 1 minute delay when it occurred.
My use of Startup Delayer is set to 5 seconds; and the delay happened before I installed it as well as after. So no smoking gun there.
And yes I tried unsuccessfully to do all of David's suggestions. I know his input was given with good intentions.

yes, as far as I am aware, Startup Delayer does not effect system services. I used it briefly once but didn't really have any need for it.
The question still remains. why does the service launcher not work as intended always. I will look again but as I said, I'm off on a business trip to Hong Kong next weekend and Ive got plenty at work to do before then so I wont have much "home/play time" for XMBC. Hopefully after that I can have another look, but right now, Im not sure what I will be able to find :S
