i want to apply deobounce time to only left click
everytime i change debounce time it puts it on right and left click but i only want it to be left click not right click so can someone help me do that

Not really, debounce is applied to all buttons. It is supposed to try and fix broken hardware by ignoring really quick repeated clicks (quicker than a human can do) but its never really worked properly and somewhat unsupported Im afraid. The real solution is to fix the broken hardware.

there is no problem in my software or hardware but i just want my left click debounce time to be 40 ms i hjave bloody a70 how can i do that

If there is no problem with the hardware (the button is not suffering from switch bounce) why do you want to de-bounce the button?
I don't understand the reason for de-bounce if the button is working normally???

im playing a game that there is cps limit on the left mouse button but there is no limit on the right mouse button so i want left mouse buttons debounce time to be 40 ms

Right, sorry, if you need that, and can't accept it on all buttons, then I guess you will have to look elsewhere. Games often use Direct Input, which means they see the hardware inputs before XMBC can get to them/block them, in which case no amount of changes to XMBC would help that.
But mostly I'm surprised that you can physically click the mouse button more than 25 times a second such that you would have to slow yourself down using such a feature designed (at best) to fix switch bounce (dirty electrical contacts)!
