Did the problem occur after an upgrade of XMBC? (If so, from what version?): no
Did the problem occur after a Windows update/upgrade? (If so, from what version?): nooo
How long have you used XMBC?: 3 years
What language and keyboard layout do you use in Windows?: standard english
Clear description of the problem - try and include as much information as possible, including what button and mappings you are having problems with (if applicable).: when i map the "tilt wheel right" to do "close alt+f4" it instead does a "go forward/back" motion, as if one was clicking on the "go back" arrow in a browser...[note:the tilt wheel left is set to do nothing]

Forward / Back is the default action for the tile wheel. So this would suggest XMBC is not seeing it at all (thus not able to remap it). Does it highlight in Orange in the XMBC GUI when pressed (like the other mouse buttons/wheel does)?
Logitech mice often do weird things with the tilt, and handle it in the Logitech software before it ever gets to XMBC or Windows. Do you have any of the Logitech software installed? If you do, maybe you need to change the tilt behaviour in there. If you don't, it is possible it wont work without the Logitech software running and setting the tilt in there to be whatever a normal mouse does as default.
By the way, there are now many Logitech mice. They all seem to behave differently, so the model number is key info here. What is it?
