Common wheel scrolling function cannot work in onenote and only in onenote. I didn't change wheel settings in x-mouse.
But I have a setting with right button cording combine with wheel scrolling to stimulate {CTRL}{MWUP}, this works in onenote.
But when I change the wheel up to mouse wheel up or stimulate key {MWUP}, it still doesn't work.

I too was having this same exact problem. When I would scroll the wheel, the scroll bars would show up but it would not scroll. A search on Google said it was a Windows 10 update that caused the problem. And that by changing a setting in mouse settings would fix it. But it did not fix it for me. I started looking through X-Mouse and played with settings (thinking something accidentally got change, because it was only affect OneNote). What I found was that by setting the option "Disable Scroll Window Under Cursor" to enabled, the OneNote window would now scroll. This seems backwards to me. If I tell it to not scroll the window, it should not scroll any window in any program. But by enabling the disable option, it seems to allow all windows to scroll. Can someone explain how this option works?

OK I can try and explain this.

"Make scroll wheel scroll window under cursor" (in the general settings menu) tells XMBC to scroll inactive windows that are under the cursor (rather than the default (pre-Windows 10) which would only ever scroll the active window, no matter where the mouse cursor was.

The "disable scroll window under cursor" option in the PROFILE turns this global setting off for specific profiles (so you can leave it enabled globally but disable it per profile).

Windows 10 kind'a made this option redundant as it is now done by default (and generally better) at the OS level. So on Windows 10 and 11 you don't really need to ever use "Make scroll wheel scroll window under cursor" although there may be some cases where it can do things better/differently than the built in Windows functionality.

So by turning it "OFF" in the profile (it must be turned on in general settings else it would be disabled in the profile options), XMBC is no longer interfering whilst that profile is active, and you are simply relying on the OS doing it correctly (which Windows 10/11 does just fine).

NOTE: This option has been in XMBC for years, long before Microsoft made Windows do this by default in Windows 10.
And what it does, is that it grabs the scroll messages and redirects them to the window under the cursor, rather than the active window.
However, there are some applications, particularly "modern UI" store apps and browsers, where it wasn't as simple as redirecting the scroll messages to the window under the cursor, but often, the they have to be sent elsewhere, like the parent window of the window under the cursor etc. There are lots of baked in rules inside XMBC to do this, But I guess not for OneNote (which will require such a rule to be created).

So to fix the issue in OneNote (particularly if you are using Windows 10 or later) the best bet is to turn off the global setting.
I will probably have to have a look and see what extra rules I need for OneNote, as while its not needed, it shouldn't stop things working (and may still be needed on older OS's).

Would be curious to know if that fixes the problem for the OP too!

Disable method works for me. And there is another way using an alternative scrolling method also works.

Great, thanks for the update... I edited your post to put the link in properly (I know new users cant do links - that's intentional!)
I suppose I should have a reddit channel for XMBC really... Never gotten around to that - discord is probably more than enough of a time sinkhole for now!

Haha, I was actually surprised there is a forum for this app.
I recommend you invest some time in reddit, because information on that site can be googled. And once a sub is created, it can run itself.
You can also put a link to let more people know about this forum (maybe also the software) if you prefer to talk here.

The forum (and XMBC) has been around longer than reddit :)...
I had a quick look and /r/xmbc is taken by some idiot that miss-spelled XBMC (long defunct, now Kodi)... sigh..
I do use Reddit occasionally but not much (mostly for IOS and development related stuff)... No knowledge on running a channel though (and moderating them). I fear it will be just another time sinkhole which I cant afford lol!
Google normally indexes the forums here, but the results wont get up the rankings I guess.

Hi. I've been frantically searching for weeks for a fix for the inoperative scrolling function in my OneNote 2016. I came across X-Mouse and downloaded it but couldn't quite understand how it works. I've just found this thread tonight and tried all the combos of options suggested and am still having no luck with reenabling the scrolling function in OneNote. I'm not sure I'm doing it right, or perhaps I still don't understand what I should be doing. I'm not a programmer, but I'm fairly savvy on computers at a nonprogramming level and don't usually have problems following instructions. This no-scroll thing is driving me nuts and interferes greatly with the ways I need to use OneNote. Can you possibly explain more or differently or give me any clarification on what I should be trying to do? Does it involve restarting programs or computer? (I'm on a PC, Win 10.) I've restarted OneNote but not my system. But each time I've tried combos of options in X-Mouse, I have hit "Apply," so hoped that was doing the trick. Thanks much for any help you can give. I hope I'll be notified of a response. If not, I'll just try to remember to come back and look here in a couple days. Thanks again!

Before anything else (if you haven't already), can you try with the latest beta of XMBC (2.21 Beta 38) - it is available in the Beta thread here.
It's stable and close to release so shouldn't cause any trouble, but it did fix the issue mentioned above with scrolling in onenote specifically (thus not needing to mess with any options. however, if One Note was not scrolling even before XMBC (and I presume your on at least Windows 10?) then the options and methods discussed above may actually be the opposite of what is needed (once the latest beta is installed).

I was reading in the thread you directed me to, and I'm very interested in trying your 2.21 (Beta 38) version, but I could not find a direct link in the thread for where I can download the 2.21 version, which, if i understood correctly, is what you wanted me to find in that thread. Any chance you can provide the link here or tell me where to go to find the download file? I may just have missed what you sent me to find. I did look several times. Sorry if I'm being a nuisance. :)

Okay, I've installed the Beta 38. Without doing anything else, I opened OneNote and the scroll function is not working. What do I do next, if anything? Do I need to set up a profile specific to OneNote? If so, which options do I turn on/off? (I understood, from the initial reply to my plea for help, that options might not necessarily need to be implemented or that changing defaults might not be needed. Did I misunderstand?)

Sorry if I'm just too ignorant to understand this well enough to get by without the hand-holding. :( I feel I am "close" to a solution to my scrolling problems in OneNote 2016, but I must be missing something. I appreciate any help. This non-scrolling problem in OneNote 2016 is really detrimental to my work process, and I'm pretty desperate to solve it!

I understand your frustration. I was there also. And in my post from October I found my fix by using XMBC. But to re-iterate, it was a Microsoft update that caused the problem (phil went into details about it). Yours may differ from mine. I am running version "Microsoft® OneNote® for Microsoft 365 MSO (Version 2410 Build 16.0.18129.20100) 64-bit".

Here's what my setting was ...
Open XMBC, under "Application / Window Profiles" you should have a "default" profile. Select it and enable it. Then under the tab "Options" there is a setting "Disable Scroll Window Under Cursor" Enable that also. Then click Apply.

You might want to also check the Windows Mouse setting.
Click the windows start button and type mouse. Mouse settings should be found, click it.
At the bottom there is a setting for "Scroll inactive windows when I hover over them".
While mine is enabled, it does not affect scrolling in OneNote. But it might affect yours.

Curious, does your scroll bars appear in OneNote when you scroll the wheel? But just doesn't actually scroll? Thats what was happening to me.

Thanks for your kind reply. :) I know I am probably driving you and Phil crazy.

I will try the settings you have suggested. The info that Phil mentioned when he suggested I download the Beta 38 version made me think that that version of the software automatically took into account the OneNote scrolling problem and that no settings needed to be adjusted. But I might've misunderstood. In any case, I'll def try again with the settings you've mentioned. I think I tried pretty much those settings before upgrading, but I haven't had a chance to try them since downloading Beta 38 (have been on another deadline all day).

In answer to your question re scrollbars -- what happens with me is I can hover over OneNote all day long and no scroll bars appear. If I click into the program/window -- not even rolling the mouse wheel -- the scroll bars do appear. As long as OneNote has focus, I can hover over it -- not even clicking into it -- and the scroll bars will appear (and disappear again when I'm not hovering). But as soon as the focus is off the OneNote window -- i.e., if I click on another window or just some empty part of the screen -- the scroll bars then will not show upon hover of OneNote. I have to click on the OneNote program window and reestablish the focus to see the scroll bars (which is likely normal behavior, though I've never paid much attention to it before now). But the program NEVER will actually scroll with the mouse wheel. If I have to change the view, I must do it via the View menu, and I must use the vertical scroll bar to move within long documents It's driving me nuts.

It's been a long day for me with deadlines. I'll give your settings a try tomorrow and report back. Thanks much. :)

P.S. Oh, and I don't doubt at all that a Windows update (btw, yes, I'm on Win 10) can screw up the most unexpected things. But I admit I've been ignoring Windows update notifications for a while, and I can't remember when I last allowed one. So, I don't know if that is the culprit here or not. (But I think maybe this problem happened a while after the last update I allowed.)
