Can't map to right alt and right ctrl

XMBC Version: 2.19.2
Installed or Portable version:
Windows Version: 10.0.22621.963
Mouse Information (brand/model):
Relevant Computer Information (CPU, RAM etc):
Did the problem occur after an upgrade of XMBC? (If so, from what version?): no
Did the problem occur after a Windows update/upgrade? (If so, from what version?): no
How long have you used XMBC?: 3 years
What language and keyboard layout do you use in Windows?: English (American)

Clear description of the problem - try and include as much information as possible, including what button and mappings you are having problems with (if applicable).:
Can't map to right alt and right ctrl, but can map to right shift. Tested in various softwares and at online keyboard testing sites as well.

Are you saying {RALT} and {RCTRL} don't work?
These have always been a bit of a pain because, certainly for CTRL it seems to be treated as the same key - but {RCTRL} does "work" as in it triggers CTRL... and RALT also triggers ALTGR as can be seen with the onscreen keyboard....

For me, the two sets of ALT, CTRL and SHIFT are treated as the same in the onscreen keyboard so I tested them somewhere else.

Where/how did you test it? - maybe that information will be useful to see if its working here, and if not, why not!
