I use inpout32.dll issue.
I am facing the same problem.
I had bought a new PCI card, and although I changed the address in my code,
I had no results.
I also changed my Operating system from Xp to win 7.
Any help will be appreciated!!

Have you read the thread about PCI cards that have been fund to work with XMBC here viewtopic.php?f=7&t=404
I was originally told by the author that InpOut32 did not work with PCI cards InpOut32 but some people have had some success with certain cards - I've never tried it myself so I cant really comment.
