inpout32 and win xp or win7 - very odd

Hi everyone,
i use inpout32 in my program (compiled in Delphi 2009), that manages stepper motors. program runs on
win XP prof or win7 premium. In both cases if i run my program
i have to run (that is odd) Delphi 2009 as well. why- because whithout fired Delphi steppers work slow. And immediately after Delphi is run, they starts to move fast.
I don't use special components. Only use default and one dll - inpout32 ver 1.5.0.0.
Little confused..
Had anyone have such problem?
