How long have you used XMBC?: 6 months
I have "Wheel scrolls in pages instead of lines" and "Force Scroll Pages/Lines (If application does not respond to setting)" enabled.
But there are still applications that only scroll in lines and not pages. Is there something I can do to make them scroll in pages?
How is this feature technically implemented?

Technically it just turns on the global windows setting (found in the mouse control panel). If the application does not respect that (rare but maybe there are some) then XMCB wont help...
Some application only read this setting on startup (and don't listen to the broadcast event saying settings have changed - which is how XMBC "forces" it to apply) so again, if the applications are not properly implementing that, they may not pick up the change, which again, there is little XMBC can do about that (short of doing a hell of a lot of work itself to try and work out how many lines to a page for the window/control under the mouse - which is unlikely to be particularly reliable too!)
