CTRL+Wheel and Explorer window

XMBC Version: 2.19
Windows Version: 7 x64
Mouse Information (brand/model): Logitech M570 (No Logitech sw installed, just Unified to same rcvr)
Relevant Computer Information (CPU, RAM etc): Not relevant
Did the problem occur after an upgrade of XMBC? (If so, from what version?): no
Did the problem occur after a Windows update/upgrade? (If so, from what version?): no
How long have you used XMBC?: a year or so
What language and keyboard layout do you use in Windows?: Finnish

Clear description of the problem - try and include as much information as possible, including what button and mappings you are having problems with (if applicable).:

When using CTRL + scrollwheel the action goes to the active explorer window, not to the window under cursor like plain scrollwheel.

Example: Have one windows explorer window open and active and focused to the file list section, then move mouse over some other application that has ctrl-wheel functionality. ctrl-wheel there and Explorer zoom is changed.

Some applications do this correctly (notepad++, Outlook) Some ignores it (Firefox) and some behave as Explorer (wxMaxima)

The Explorer window is most annoying.

I seem to recall this was done for a reason, and that there is code in XMBC to not redirect messages if CTRL (or ALT) is held down. I will have to have a look at the code (and the change log) to remember the reason for this, and to see if its optional or not, but I fear its not.
