scroll wheel copy then paste
Is it possible to set the scroll wheel to copy highlighted test on the first press and then paste the copied text on the second press?

Actually, you may be able to do this with layers...
On layer 1, set Wheel Up to Simulated Keys -> {CTRL}C{LAYER2}
On layer 2, set Wheel Up to Simulated Keys -> {CTRL}V{LAYER1}
That way it will cycle through the two actions. On Layer 2, you can set the switch to layer 1 option after a time period to go back if you don't press scroll again withing a certain time.

Why don't you try the new "Button Held" feature in XMBC v2.17 beta. You can set a single click to "Copy" and a "click&hold" for a second or so would "Paste" the copied text, or vice versa

Button held does not work for the scroll up/down (as it is not a button) - the middle button (scroll wheel click) does though, so it depends on exactly how you want to use it!
