how to assign a function to a long press of the middle button?
unfortunately, I can not find it in a program. I need to assign Ctrl + C on a single press the middle button, and Ctrl + V to long press the middle mouse button

Sorry, XMBC can not distinguish between the length of the press right now, so its not possible.
Its something that is on the todo list but not currently implemented.

Maybe you could use layer switching commands:
In Layer 1 assign Simulated Keys to middle button and type in: {CTRL}C{LAYER2}
That way when you copy something XMBC will switch to Layer 2.
Then in Layer 2 assign Simulated Keys to middle button and type in: {CTRL}V{LAYER1}
So when you paste it, XMBC will go back to Layer 1 and you are ready to copy again with the middle button.
Even if you want to paste it multiple times - XMBC will do that on every second middle click
