The debug log says this (I scrolled up and down once with layer 1 and again with layer 3 with the Mouse Wheel Up/Down set to Disable for layer 1 but not disabled for any other layers. ***************************************...

Yes it highlights them as yellow in the Settings window when I scroll. And yet setting them to "Disable" has no effect with the 1st layer which doesn't use any hotkeys. The other layers do work but since the layer without hotkeys also works, it's not of much use.
