I think that is a good idea :) And since the "Lock scroll axis" option is already there it would be very convenient indeed if the cursor moves like Kanazei suggests. Of course the current option (fixed cursor while scrolling) should also be available so maybe adding a "tick" box ...

Try to find out if there was any update for WinXP that fixes problems with VS2015 or file's execution. It might be included in SP3 or was put separately.
