Reducing Mouse Wheel Sensitivity

I have a model railway which is run from software on my pc and would like to use the mouse wheel as a throttle. The software uses the keyboard command + to increase speed and - to reduce, so it's easy to map those to the mouse wheel. What is the best way please to reduce the sensitivity of just the ...

I've been experimenting and got this to work as expected.

I was confused initially because I was using Google Chrome and couldn't block the mouse wheel from working, but eventually realised that Chrome is one program that is not supported.
