Forgive my ignorance, I downloaded Iconoid 3.8.4.for 64.rar but now what do i do with it?

The RAR files is an archive that can be extracted with WinRAR or similar - you can get that from http://www.rarlabs.com.
Once you have extracted it to a folder on your computer, simply run Iconoid.exe and it will run.
From then, you should have a little icon in the system tray (in the taskbar near the clock) which you can click on to open the gui (if it doesn't automatically open when you run the program).
I presume you know what Iconoid does so I wont bother explaining that in detail here, suffice to say it allowa you to manipulate your desktop icons and some rather interesting ways! If you need more information, see the original (32bit) authors website http://www.sillysot.com/
