How I use inpout32.dll in Builder C++

Hola. Alguien sabe como incluir la librería dentro del .exe usando el Borland Builder?. Puedo cargarla en forma dinámica en tiempo de ejecución pero me gustaría linkearla en tiempo de programación e incluirla en el .exe.
