Reducing Mouse Wheel Sensitivity

I have a model railway which is run from software on my pc and would like to use the mouse wheel as a throttle. I've been experimenting and got this to work as expected.

I was confused initially because I was using Google Chrome and couldn't block the mouse wheel from working, but eventually realised that Chrome is one program that is not supported.
